Paul Blackwell married the cousin of his brothers wife. Paul and Alma lived in the vicinity of Pakenham for many years. In 2002, both Paul and Alma were in very poor health and sold their house in Narre Warren and moved to NSW to be nearer their son Dennis. Paul was diagnosed with asbestosis and Alma had lost her sight. He served in WW2. Service number was VX44158. and 127051.

"BLOCKS ARE QUAGMIRES" "I wish the Health Officer would take a birds-eye view of the shocking drainage around these parts," wrote Mrs. V. Blackwell, Nar Nar Goon. Paul Blackwell's property had been under water nearly all the year, she declared. The backs of the blocks in Mulcare street were quagmires. It was impossible to walk into the back of any house. There was absolutely no outlet for the water. There was nothing worse than continual dampness to cause T. B., she added. The engineer explained that Mrs. Blackwell's place was further in from the work already done. The fall from Mulcare street was south. The place could not be drained from the end. Cr. Dore moved that Mr. Moore be written to asking if drain were continued, would he be prepared to take the water. Seconded by Cr. M. J. Bourke.-The motion was carried.
